Your question is deceptively simple.
1. The over-riding, current EC regulations are probably as per this link -

These items include references to "HACCP" within them but probably not Codex type details (maybe there is a specific "approval" reference to Codex, can't remember)(added - I noticed a statement in another ref. that Codex HACCP is endorsed in the directives [somewhere]).
(The EC issues its own guidance document on, AFAIK, the current hygiene situation, and particularly the above link at - http://ec.europa.eu/...ion_imports.pdf )
2. Another useful looking page which is apparently specific to HACCP but also appears to be oriented to EC residents is -

(only snag is that no direct links seem to be given)
(the 93/43 reference mentioned directly references (I think) another directive [I forget the number] which contains a detailed, Codex type HACCP, exposition as required by EC for the purposes of the directive)
3. It is of some relevance as to 'where" you are since different countries in the EC (assuming you are in the EC) tend to further re-interpret the general directives.
For example, in the UK, a primary reference appears to be -

as you will see, this describes / links the several relevant EC source directives (especially the link at bottom of page, viz. http://www.food.gov.uk/foodindustry/regulation/europeleg/eufoodhygieneleg/ )plus their (legal) interpretation within UK.
(However there are undoubtedly more interpretations, eg the chilled food organisation issues another detailed set.)
4. If you are not located in the EC, some more thought may be required.
