Ideally they are from all departments. Purchasing is one that is often overlooked that can be of real value. They are often the ones responsible for getting supplier information and specifications that the food safety team needs to do hazard analysis and if they are part of the team and trained they have a better understanding why and what is needed.

Don't overlook a high level manager either. You need someone that has some "pull" and can be the decision maker.

For example, our breakdown for a medium sized company of 200 - 250 is:
  • QA
  • VP of Admin (responsibilities include purchasing department)
  • ISO Coordinator
  • Maintenance
  • Production
  • Warehouse
  • R&D

Perhaps if you have one Human Resource should be represented and even Sales could be considered to liaise back and forth with customers on food safety issues.

I'd include purchasing as well if they have anyone available; at least on an occasional basis. I'd draw the line at reception or the canteen mind (not that they don't have responsibilities in the FSQMS...)
