Is an edible coating that carries antioxidants and microbial inhibition substances regarded as "covering and coating material" under EC1333/2008, Art. 3/2/a/iii or it is to be regarded as "food contact and packaging material"?

It is a similar question Mr George Howlett had line out something useful on the previous one. I am trying to narrow the parameter see if a more direct answer could be established.
