Use of Treated Organic Fertilizer under SQF Code

When the SQF standards state that no raw untreated organic fertilizer is allowed:

7.7.2 Soil Amendment No raw untreated manure shall be used. Soil amendment treatment and application methods shall be
documented and implemented and designed to prevent contamination of product. Soil amendment protocol shall outline the methods used to treat manure and other untreated organic
fertilizers ensuring:
i. The treatment methods applied inactivate pathogens in organic soil amendments;
ii. A hazard analysis of organic soil amendments treatment methods is conducted before use;
iii. Treatment methods are validated and treatments of organic soil amendments are verified as being in
compliance with the method applied;
iv. Records of the validation and verification of organic soil amendment treatments are maintained.

What is considered untreated raw organic manure verses what is considered treated manure (usable)?

ALSO from my previous post that I would really love to have an answer on harvest containers touching the ground:

SQF Version 7 - Standard 7.4 (and more directly states that "packaging materials (not harvest containers - but similar) shall be appropriate for their intended use(d) [sic] and stored in a manner that prevents contamination. A written policy shall be in place that identifies how packing materials (not harvest containers - but similar) are permitted in direct contact with soil."

All my years being audited under Global GAP and Primus this was a HUGE non-compliance point. Packing materials or harvest containers were never allowed to touch the ground.

Can someone help me iron this out?
