Could you not have designated knives specifically for packaging? There are a few coloured options that would make it visibly recognisable that they weren't for use for food. In my previous role they only allowed knives for packaging, they were much more effective and as long as you keep the covers for them they were just as safe as a box cutter. Plus you can sharpen them so it reduces replacement costs :)
