Dubai no idea.
USA the info. I could find is rather contradictory.
First attachment lists some data (2012) for As/Pb/Cd/Hg (table Pg6)
But link below (2014) and 2nd attachment seems to indicate no seafood regulatory values exist -

Redfox, take a look on the following standards:
1. Codex Stan 193- 1995 (Amended 2016) General Standard for contaminants and toxins in food and feed.
2. Council Regulation (European Commission) setting maximum levels for certain contaminants in foodstuffs, Reg (EC) No. 1881/2006
3. FDA and EPA Safety Levels in Regulations and Guidance. Fish and Fishery Products Hazards and Controls Guidance, 4th Edition, April 2011
Frequency of testing is based on your risk assessment. In our case, we do heavy metals testing every 6 months in both raw and finished goods.

Redfox, take a look on the following standards:
1. Codex Stan 193- 1995 (Amended 2016) General Standard for contaminants and toxins in food and feed.
2. Council Regulation (European Commission) setting maximum levels for certain contaminants in foodstuffs, Reg (EC) No. 1881/2006
3. FDA and EPA Safety Levels in Regulations and Guidance. Fish and Fishery Products Hazards and Controls Guidance, 4th Edition, April 2011

I noticed this comment in No.3 above -
The safety levels listed in Appendix 5, Table A-5, “FDA and EPA Safety Levels in Regulations and Guidance,” are changed as follows:
• Toxic element guidance levels for arsenic,cadmium, lead, and nickel are no longer listed;
(No reason given afai could see)
MethylMercury limit is given and looks similar to data in current FDA website -

I also found this additional data referenced to 3rd Ed of document No.3 quoted above. -
