Most packaging manufacturers use the term "BPA non-intent" to show that they are not intentionally adding BPA, but that they probably have other products that contain BPA and there could be some carry-over (similar to allergen cross-contact). "BPA free" is a marketing term that is made by some food manufacturers who use the packaging, but it is not suggested to use this language for the same reason: if a test were sensitive enough, it is possible that it could detect some trace of BPA residue. I have not heard the term "BPA compliant" before, but presumably someone is using it to say that they meet their customer's request- or some government regulation- to not have BPA in the packaging.

I checked some websites and found the following definitions.
BPA-NI, which means that they are not intentionally made with BPA or other bisphenol compounds (e.g., BPS, BPF, or BADGE).
BPA-free" may contain traces of bisphenol compounds. Packaging may (intentionally or unintentionally) contain bisphenol compounds other than BPA (e.g., BPS, BPF, or BADGE).
BPA Compliant - Conform to EU Regulation (EC) No. 1895/2005 on the restriction on the use of certain epoxy derivatives in materials and articles intended to come into contact with food. Sum of BADGE, BADGE H2O, BADGE.2H2O, shall not exceed 9 ppm and sum of BADGE.HCl, BADGE.2HCl, BADGE.H2O.HCl shall not exceed 1 ppm.
Conform to Commission Regulation (EU) No 10/2011 of 14 January 2011 on plastic materials and articles intended to come into contact with food. Specific Migration Limit (SML) (T) = 0.6 mg/kg maximum for 2,2-bis(4-hydroxyphenyl) propane (Bisphenol A).

new limit accordinag EU regulation: 2018/213 :
maximum for 2,2-bis(4-hydroxyphenyl) propane (Bisphenol A) is : 0,05 mg/kg
