In my example, raw material would be going into the cooler after receiving, step #2.

 

Then further on in the process, WIP is stored in the cooler again. Should I name this #2 again, or number #12?

#12 so that your WIP isn't confused with your raw materials  and for traceability

 

Step #2 if part of your receiving process 

 

Step #12 is part of the product process

You should name it #12, as it is a different subsequent step. even if it is in the same cooler.

 

Just make sure raw materials are stored separately from finished products.
