I am having a hard time locating a creditable source for justification of cooking times for bakery items such as cookies and bon bon's.  The closest resource I have found is one for muffins.  Any recommendations?

Maybe the US FDA Draft Guidance will help: https://www.fda.gov/...107327/download. They included in the document Cookie Processors using Heat Process as Control for HACCP
