With current Laboratory PCR test it is only possible to detect Celery as <5mg/kg, is there an acceptable level of allergen ?

SO2 is the only allergen for which a formal threshold is currently defined in the UK.

Analysis is perhaps best viewed as a validation/verification component of a broader comprehensive strategy to manage cross-contamination, i.e. along with risk assessment, handling procedures, cleaning procedures etc. Getting a "negative" result on the testing (i.e. no detection above the LOD) would then generally be considered as signifying that your controls are working correctly.
