One might think so, however the auditor would have been looking for the documentation/policy/procedures as to how the implementation was handled.
Yes, as an Auditor you can "see" there is a food safety culture in place - but how did they get to that point - as in sbow me the supporting docs.
I once audited a facility and when I asked for the haacp plan they told me, "well, we do that, but we don't document that kinda stuff."
That was an oops for them.
