What´s the point to do migration tests for plastics packaging of freeze products, if migration is based on molecular movement, and under freeze temperatures this is neglected?

According to chapter, table 3 of EUR-Lex - 02011R0010-20200923 - NL - EUR-Lex (europa.eu) testing needs to be done for 10 days at 20 degrees Celsius for any food contact at frozen and refrigerated conditions, so apparently, it's not negligible enough...

I understand the UE regulation, that´s why I´m asking.
Basic thermodynamics states that molecular movement is low, and, as per UR regulation from -15ºC (freeze condition) to +20 is not representative of molecular dynamics
