Country of Origin when two different countries

If a product going into the USA market is packed in one country I.e Mexico with a dried fruit product that has raw supply that comes from Mexico and Peru for example what would be the most compliant on pack COO?
The product will go through processing in the country where it will be packed, but not enough to warrant a significant transformation. More than 51% of the raw supply will come from the same country the product is packed as well.
Should the statement be Product of Mexico and Peru, Packed in Mexico or would Product of Mexico be sufficient. This statement would be on the retail packaging only. Customs documents would list both countries.

Maybe, "Product of Mexico, produced from domestic and imported ingredients"?

I would vote for "Product of Mexico and Peru," as both countries need to be referenced.
