Did you mean to say?: My experience in bulk oil/lecithin commodities is not to clean these tanks after commissioning before first use or after maintenance or other special cause disruption.
I would say that is definitely when you should be cleaning! Having supplied powder in bulk tankers I don’t see why cleaning cannot involve sufficient drying to remove excess water?
If you own and manage these bulk tanks and they are dedicated then there is less risk/need for cleaning and so perhaps then I would consider if a cleaning intervention is only required after a certain period of use.
