Does this apply to in-house labs? Is anyone at SDF working to this standard - any interest?

Does this apply to in-house labs?

Yes it does apply to any laboratories of any sizes and types as long as the Laboratory Manual on specific Test Methods are accredited to ISO 17025. It is an important auditable standard. It means the test methods are traceable to internationally recognized test methods which also means the test results are validated to the methodology applied.
