I don't know the background on this. The needles must have been inserted post - metal detection. It shows that vigilence is still needed.

Toronto Police are warning the public about possible food tampering involving packaged Piller’s Polish Sausage.
Police are investigating three separate cases in May in which customers found a needle embedded in a sausage.
All three packages were purchased at No Frills stores — two at the 372 Pacific Ave. location and one at the 2187 Bloor St. location.
Police are asking people to check food packaging carefully and contact police or the Canadian Food Inspection Agency if they notice any signs of tampering.

The police seem to believe this is likely to have occured outside of the factory. Either way this emphasises the need to have tamper evident packaging as part of your food defence strategy.
