In bathroom yes, on entry to factory no, they are undesirable. Hands free is best here. I cannot remember what it says in the standard...Can you check?

6.3.5 Suitable and sufficient hand-washing facilities shall be available to enable cleaning of hands before

commencing work, after breaks, and as necessary during the course of work. Such hand-washing

facilities shall provide, as a minimum:

• sufficient quantity of water at a suitable temperature to encourage hand washing

• unscented liquid soap or foam

• adequate hand-drying facilities

• advisory signs to prompt use (including signs in appropriate languages).

Where materials are handled that will be in direct contact with food or other hygiene-sensitive

products, hand-washing facilities shall be sited at the entrance to the production area.

For food, for BRC, IMEX they are unwelcome everywhere. Makes life easier.
