President can most certainly take that role. 

 

The President does not need a "certification."

 

and, for that matter I am not sure as to what "certfications" you are speaking of.

 

The SQF Practitioner for instance can take a course, but it is a training completion certificate that is given and not a certification and while there is training available for being a PCQI it is not a specific requirement.

 

Just to be clear - everyone on the recall team does need to be trained with that training documented, specifically can be done during the mock recall sessions.
