What is a 'certificate of export fitness' USA?

a certificate of export fitness (this is just the translation babel fish gave me for Exporttauglichkeitsbescheinigung).
Should be something you need, when you want to export food to USA
Anyone who knows the contents or needs?
Anyone who knows wherefrom one can get this?

Is this exporting something from the UK(or EU) to the US?
What type of product is it?

What type of product is it?

... from EU to USA and its for example flour for bakery
