Determining the Correct SQF Food Sector Category for Dietary Ingredient Blends

Is dietary ingredients fall Food Sector Category 31 in SQF (not finished dietary supplement) or FSC 19 (Food ingredient). We don’t made finished dietary supplement but we make blend. Could you please explain? To me it is bit confusing for some ingredients.

FSC 31 - Dietary Supplements Manufacturing

  • Applies To: Manufacture, blending, packaging, and on-site storage of dietary supplements.

  • Example Product: Vitamins, probiotics, natural health products, protein blends, and label supplements.

FSC 19 - Food Ingredient Manufacturing
Applies to the processing, blending, re-packaging, and on-site storage of dry food ingredients, cultures, and yeast, but does not include dairy products, fermented meats, or other fermented products mentioned elsewhere.
Example of Products: Includes starter cultures used in cheese, yogurt, and wine manufacture and cultures used in the baking industry and other products used for the preservation of foods. Other additional products include additives, preservatives, flavorings, colorings, soup mixes, sauces, dehydrated culinary products, salt, sugar, spices, and other condiments. Applies to dried tea and coffee products.

From the info you provided it appears that 31 would apply even though you are not manufacturing - technically speaking BOTH 19 & 31 could apply as well.

An important question as different SQF Codes apply, I agree with Glenn that both could be applicable but would side with Category 31 if there are relevant regulatory requirements and claims regarding your blended product.

 

For Category 31 SQF Food Safety Code: Dietary Supplements Manufacturing, Edition 9 apples:

2.3.1.2 New product formulations, manufacturing processes, and the fulfillment of product requirements shall be established, validated, and verified by site trials and product testing as required to ensure:

i. Product safety, regulatory limits (e.g., potency, strength, homogeneity, and purity), and claims are maintained to the end of the shelf life;

Example of Products: Includes vitamins, probiotics, natural health products, protein blends, and label supplements.

 

For Category 19 SQF Food Safety Code: Dietary Supplements Manufacturing, Edition 9 applies.

Hi Tony,

 

During our R&D process, we develop new blends (blends containing different dietary ingredients) based on customer specifications as well as assess regulatory limits (e.g., potency, strength, and purity ...). The customer signed a waiver of liability in the event that any blend's potency, strength, etc. exceeds the regulatory limit. Additionally, we test most of the blends for potency, strength, etc., and provide certificates of analysis to our customers. As agreed with the customer, we provide COC for some blends. All raw materials incoming are subjected to identification testing. Upon receiving this blend, the customer makes the final product and labels it with claims. 

In addition, we also ship some dietary ingredients directly to the customer without processing them.

I'm inclined to think Category 31 SQF Food Safety Code: Dietary Supplements Manufacturing, Edition 9 applies but to be sure I would consult your SQF certification body or one you are thinking about using if you don't have SQF certification yet.
