Is their any delay standard from time first can or pouch bag sealed until steam on? What will happen to product if their is an incidence of delayed thermal process?

You should have a scheduled process that you MUST follow
The short answer is yes---there should not be any delay
If your product is sitting in the danger zone temperature wise-the time exposed to steam may no longer be sufficient for inactivation
