I never heard of food safe markers. And if there is a company that makes ''food industry'' suitable markers they are most likely not for prolonged food contact.
I would contact your conveyer belt supplier and see if they can incorporate the markings that you need into the conveyer belt themselves.
It is a little bit more pricy but a lot more durable and food safe.

There are probably lots of other versions available
There are a lot of inks on the market for marking shell eggs, beef carcasses etc, so it's just a matter of finding one that works for you

We've been trying to figure out something to mark the inside of plastic food grade bins so each area of production is a different color. We want something food safe and won't flake off. We're thinking about trying food coloring, just dribble some down the insides of the bin, let it stain, then scrub & sanitize. We figure even if we have to do it every few weeks, it's fairly inexpensive and comes in enough colors for us.

for this application why not have engraved tags permanently attached? Or order in different coloured bins?

The bins we use only come in white. The other colors have been discontinued.
We want something easily visible so there is no question about what bin they are using.
If the inside is green, or blue, they can't say they didn't see the tag, or the label on the outside. Tags also have to be tracked to make sure they don't fall off/get lost.
Also, no language issues if it's super easy to tell apart.
